Bill was born in New York City, grew up in Kingsville, and has spent most of his life in Texas. Bill earned his Bachelor's degree in journalism from Texas A&I University in Kingsville, which is now Texas A&M University-Kingsville, and meteorology from Mississippi State University. Bill began his broadcasting career as a country and western DJ for KINE Radio in Kingsville. After gaining experience in radio, he pursued his television broadcast career working in Laredo and San Antonio, where he earned the San Antonio Press Club's Best Newscast Award.
Bill achieved the highest level of broadcast meteorology recognition possible by becoming one of the first people in the world to earn the American Meteorological Society's Certified Broadcast Meteorologist Seal. Bill is an adjunct professor of meteorology at Texas A&M University-Corpus Christi, a multi-time Best of the Best Winner and was chosen by The Island Sun as one of the 25 smartest people in Corpus Christi.
