(June 25, 2008) The group is called 'Open Carry' and spokeswoman Mike Stollenwerk says it would not result in Texans carrying guns in those floppy hip holsters like John Wayne in western movies.

"Modern gun owners carry their guns in modern holsters, which are typically made of black plastic with straps or clamps," Stollenwerk says. "It looks very normal."

He says many passersby would not even notice that a person was carrying a gun in public, and he says we have gotten so used to a wide variety of law enforcement officers...from police to security guards, carrying guns in the open, the idea of seeing civilians do it would not be a shock.

Texas outlawed the open carrying of firearms in the 1880's. In fact, enforcing the laws forbidding carrying firearms in public inside city limits was, for a time, one of the key duties of the Texas Rangers.

Stollenwerk says it would be a matter of 'personal preference,' and he says when it's hot in Texas during the summer, many gun owners feel uncomfortable carrying guns under their clothes.

"Some people think that open carry deters crime," Stollenwerk said. "But others say concealed carry is better because it allows (a potential criminal) to be surprised."

He says there is no research indicating whether concealed carry or open carry is better in stopping crime, but he says there is plenty of evidence that allowing citizens to carry guns is a deterrent to crime.

But opponents immediately jumped on the proposal, saying it would lead to a 'Wild West' situation.

"There is no evidence that suggests that 'open carry' would be a good idea," said Nina Vinik of the Legal Community Against Violence. "There is no evidence that it would make anyone safer, or that it would have any impact at all on crime."

Stollenwerk, who is a retired Army officer and was once stationed at Ft. Hood, says by definition, it would not be necessary to obtain a 'concealed handgun permit' to carry a handgun that would not be concealed.

"What Texas might want to do is go the 'middle option' and allow the people who hold the concealed carry permit to also open carry," he said.

So far, the proposal is still in the discussion phase, with Stollenwerk and other activists obtaining signatures on an on line petition. No bill allowing 'open carry' has been prepared for the upcoming session of the Legislature.

I agree with Texas Bruiser. I too am a CHL holder and the laws are too restrictive. We should have the option to carry concealed or open carry. Those of you that oppose this then don't do it. It doesn't mean that we shouldn't have the option if we want to. Another thing i would like to see changed is the cost of the license. I think you should still have to take the mandated course to have a CHL or open carry, but having to pay for the course and pay the state is a bit much.

I'm more for de-criminalization of concealed carry and repeal of the training/testing requirements. Simply carrying a firearm should not be a crime any more than carrying a pack of matches should get one convicted of arson. One should have to commit some criminal act while in possession, such as robbery or assault. We no longer have poll tests nor taxes and we shouldn't have to pay to exercise a right. Concealed carry gives the potential victim the element of surprise that open carry does not

I feel we as Americans have the right to bear arms, so why not allow Americans to open carry. As for the debate whether or not it will deter crime.I am sure that someone who is going to commit a viloent crime will think twice about doing so with someone who has a weapon in plain site. The state allows police officers and security people open carry, why not allow citizens there right to carry.

I think your 2nd Amendment poll is a bit biased. You need to ask if every law abiding adult has the right to own a firearm. It's against the law for a convicted felon to own a firearm.

Hey Anonymous whiners, take note: Your appeal to emotion may buy some time, but that is all. The 2nd Amendment, Common Law, Logic, and Fact (FBI stats, etc.) ALL disprove the idea that ordinary citizens with guns create more gun crimes. The opposite is, and always has been true. The only reason Texans do not have open carry now is because the the 1) Leftists, 2) Elitists and 3) Self-promoters such as Governor Perry are in control. Vote them out and vote real Texans in.
