On Tuesday, President Obama is expected to announce two new partnerships to spur the creation of top-notch manufacturing jobs in Chicago and Detroit.
A White House official tells CNN the 'Innovation Institutes' will be led by the Defense Department.
The $280 million dollar price tag will be equally split between the government and private partners.
The move is part of Mr. Obama's "Year of Action" plan.
He's promised to use his executive order to skip over congressional gridlock and get things done.
Critics have questioned the constitutionality of some of those initiatives.
