Fraud allegations at Lake Charles casino leads to two arrests

A spokesperson for the Louisiana State Police has released the following statement concerning arrests linked to fraud allegations at a casino:

On December 9, 2011, troopers assigned to the Gaming Enforcement Section of the Louisiana State Police Bureau of Investigations arrested two people for their roles in committing theft during drawings held at L'Auberge du Lac Casino in Lake Charles.  The arrests were the result of an internal investigation conducted by the casino as well as an investigation and surveillance operation conducted by state troopers.

The investigation began when auditing procedures used by the casino uncovered discrepancies in the awarding of prizes by casino employee 48-year-old Orinda Duncan of Sulphur.  Duncan was responsible for supposedly random drawings during contests at the casino.  The investigation revealed that some of the announced winners were not randomly selected but were instead associates of Duncan.

One of Duncan's associates, 51-year-old Frances Delon of Lake Charles, received a total of $25,800 on six different occasions that was not supported by computer records as having been selected as a winner.  Currently, over $66,000 in prizes are believed to have been fraudulently awarded by Duncan.

Duncan and Delon were both arrested for theft over $1,500 and conspiracy to commit theft over $1,500 and booked into the Calcasieu Parish Correctional Center.  Bond for Duncan was set at $70,000.  Bond for Delon was set at $40,000.

The investigation is continuing and additional arrests are expected.  Anyone with information on this case is asked to contact the Louisiana State Police Gaming Enforcement Section at 337-491-2850.
