Occurred on 7/10/12, 01:43 am Wanted Murder Suspect Prescott and Tarlton Streets
Officer T. Bauer pulled over a black Chrysler 300 for failing to signal its left as it turned from Tarlton Street onto Prescott Street. During the traffic stop, the passenger kept looking away from the Officer and unable to provide any identification. The passenger identified himself as "Frank Lopez," but the date of birth given did not match the age told to the Officer.
The Officer continued his investigation and the driver Jessica Lopez, 26, was unable to identify her passenger or unable to come up with a plausible story of when she met him. In the vehicle was Lopez' one-year-old daughter.
While "Frank" was being checked for weapons Officers found his wallet in his pants pocket. Inside was "Frank Lopez" driver's license which identified him as Jose Alfredo Moreno who was wanted for Murder. Moreno, 29, was arrested on the outstanding warrants. Lopez who is the mother of Moreno's daughter was also arrested for hindering Moreno's apprehension. Their daughter was later released to her Aunt.
During the impound inventory, Officer Bauer found a plastic bag with several individually wrapped sandwich bags containing Crystal Methamphetamine underneath the passenger seat where Moreno was sitting. Also found was a scale and a box of sandwich bags next to the child's car seat. The approximate weight of the methamphetamine was 161 grams and 223 grams of an unidentified crystal substance.
Moreno and Lopez were each charged with Possession of Controlled Substance, Abandon/Endanger a Child~Criminal Negligence, and Possession/Deliver of Drug Paraphernalia. Moreno was additionally charged with the outstanding warrant for Murder and Aggravated Assault and Failure to Identify as a Fugitive from Justice. Each warrant had a bond set at $500,000. Lopez was also charged with an outstanding Municipal Court warrant.
Lt. Lauren White states, "Officer Bauer is one of the most proactive Officers on my shift and I'm not surprised he did a thorough investigation to identify Moreno."
