The State Commission on Judicial Conduct has issued a public warning to Rockport Judge William Adams, for his conduct in a video that was released online in November of 2011.
The footage was from 2004, and showed Adams striking his daughter at least 17 times with a belt, yelling profanities and threats to do more physical harm. The video also showed the girl's mother strike her as well.
Adams was unaware that he had been secretly videotaped.
Because Adams frequently presides over cases that involve child custody, abuse and family violence, the Commission ruled that the footage created "reasonable doubt" as to whether Adams can act impartially in his capacity as a judge.
