City Council Discusses Consolidated Ordinance Against Littering

City Council appeared to be in general agreement Tuesday about how the City should address the City's growing litter problem.

They determined that the way to go would be a comprehensive ordinance that consolidates several different suggestions for dealing with litter and trash. So far, however, there is no indication of when or whether the Council will be ready to impose a ban on plastic bags.

During Tuesday's regular meeting, council members heard a laundry list of recommendations that could be included in the ordinance. Council members seemed to agree on the idea of imposing heavier fines for littering and ideas for a new education campaign once the ordinance is approved.

Still, the lack of any agreement on a proposed ban on plastic bags was a disappointment for members of the Surfrider Foundation.

"I'm personally discouraged that some members of the Council don't fully understand the plastic bag problem here, and that we haven't gotten a fair opportunity to meet with them and discuss that with them," said Neil McQueen of the Surfrider Foundation. "Maybe even educate them a little bit on that."

Under the proposed consolidated ordinance, fines for littering would also go up after the first violation.

"First offense, you could be fined up to $2,000, and then if it's a subsequent offense, it starts at $2,000 and can go up," said Lawrence Mikolajczyk of Solid Waste Operations.

A new consolidated ordinance could be ready for a first reading in two weeks.
